Who We Are

Drew Setter, Principal, has nearly 15 years experience working on political, economic development and taxation policy in both the public and private sectors. He was a legislative assistant to Representative Sander Levin of Michigan (a member of the House Ways and Means Committee) and advised the Representative on economic development, taxation, education, and public safety issues. Setter also served as President of Legi/X Company, a New Mexico-based government relations firm, before founding Drew Setter & Associates, LLC, now merged into The Setter Group. He holds a Bachelors Degree in Social Science with emphasis in political science, economics, and sociology from Michigan State University.

Judy Anderson, Senior Associate, is a veteran communications professional with wide experience in both for-profit and non-profit outreach. As a researcher, writer, editor and producer, she brings a practical set of useful tools to TSG and its clients. Anderson is a graduate of Michigan State University with a degree in mass communications.

Pamela Mahooty, Senior Associate, has 23 years of experience in public education and community outreach. At TSG, Mahooty facilitates work with clients in the areas of education, water, natural resources, health, Indian gaming, and capital projects. A member of the Pueblo of Zuni, Mahooty brings unique expertise to the firm and its clients.

Sharon Miner, the firm’s Chief Financial Officer and policy analyst, has ten years of legislative and community service experience. Most recently, she worked for U.S. Senator Jeff Bingaman as his state policy advisor on health, water, and environmental issues.
